This is where the systems meet. HOI4’s depth comes from layering ideology × doctrine × template × focus tree into a single coherent war machine — a build that plays out from 1936 to 1945+. Below: the archetype builds, a DLC roadmap, and a start-picker.

What it covers: Six archetype builds (ideology × doctrine × template × focus tree), the full 2016–2026 DLC roadmap, and a nation start-picker. Why it matters: HOI4’s DLC is modular and a decade deep — buying the wrong pack, or no pack, changes which systems you can even see. Who should pick this: New players deciding what to buy first, and veterans matching a build to a mood.


The HOI4 Build Formula

An HOI4 build is four choices, made in sequence:

  1. Pick a nation — determines starting ideology, industry, manpower, and focus tree.
  2. Pick an ideology path — stay historical or flip (Democratic/Communist/Fascist/Non-Aligned) via focus tree.
  3. Pick a doctrine — Grand Battleplan, Mobile Warfare, Superior Firepower, or Mass Assault.
  4. Pick templates — match width to terrain, match composition to doctrine, match cost to industry.

Your nation’s industrial capacity and manpower pool then determine how many divisions you can field — but the build itself is the scaffolding.


Archetype Builds (Ideology × Doctrine × Template × Focus)

The Blitzkrieg (Germany)

  • Ideology: Fascism → Nazi Germany
  • Doctrine: Mobile Warfare (Armor, Mechanized, Integrated Support)
  • Templates: 14-4 infantry (40W) for line-holding; 6-2 medium tank (40-45W) for breakthroughs; 2-2 motorized for exploitation
  • Focus path: Rhineland → Four Year Plan → Anschluss → Demand Sudetenland → Munich Agreement → Anti-Comintern Pact → Danzig or War
  • Strategy: Stack industry early, build tanks, punch through with concentrated armor, encircle with motorized, CAS the retreat. Highest single-division breakthrough in the game.
  • Common mistakes: Over-investing in heavy tanks; tank divisions without motorized infantry; neglecting air cover.

The Human Wave (Soviet Union)

  • Ideology: Communism → Stalinism
  • Doctrine: Mass Assault (Mass Mobilization, People’s Army, Deep Battle)
  • Templates: 6-2 infantry (18W) for spam; 14-4 (40W) for elite guard; late-war heavy tanks once industry catches up
  • Focus path: Heavy Industry → The Path of Marxism-Leninism → The Stalin Constitution → Finish the Five Year Plan → The Comintern → Shift to Armaments Production
  • Strategy: Trade space for time, absorb the German offensive, rebuild industry behind the Urals, then overwhelm with numbers. Manpower replaces equipment — the USSR has more men than tanks.
  • Common mistakes: Trying to match German tank quality early; not retreating to the Urals fast enough; neglecting lend-lease from the Allies.

The Arsenal of Democracy (United States)

  • Ideology: Democracy → Liberalism
  • Doctrine: Superior Firepower (Integrated Support, Air-Land Battle)
  • Templates: 14-4 infantry (40W); 6-2 medium tank (40-45W); massive CAS + fighter swarms
  • Focus path: Continue the New Deal → WPA → War Department → Neutrality Act → Intervention in Europe → Arsenal of Democracy → Lend-Lease
  • Strategy: Build industry for 4 years, then out-produce everyone. Send Lend-Lease to the UK and USSR. D-Day with overwhelming air + naval supremacy. The US has more factories than any other nation — use them on planes.
  • Common mistakes: Building too many heavy tanks; insufficient air force; not sending Lend-Lease to allies.

The Imperial Navy (Japan)

  • Ideology: Fascism → Emperor Fascism (or Non-Aligned via alt-hist)
  • Doctrine: Fleet in Being (naval); Mobile Warfare (army)
  • Templates: 6-2 infantry (18W) for jungle; marine specialists; carrier-heavy navy
  • Focus path: Purge the Kodoha Factionfaction. An in-game group or nation players can align with or fight against, with its own goals and reputation system. → Army Expansion Law → Guide the Zaibatsus → New Naval Estimates → Greater East-Asian Co-Prosperity Sphere → Marco Polo Bridge Incident
  • Strategy: Secure resources in Southeast Asia (oil, rubber). Use carriers + land-based air for naval supremacy. Smaller 18W divisions stack better in jungle/forest (width 60) than European 40W bricks.
  • Common mistakes: Building European-style 40W divisions in jungle terrain; neglecting carrier air groups; over-extending on the mainland.

The Continental Defender (United Kingdom / France)

  • Ideology: Democracy → Conservatism
  • Doctrine: Grand Battleplan (Large Unit Tactics, Field Engineering)
  • Templates: 9-3 (27W) or 14-4 (40W) infantry; mid-tier tanks; marine specialists for naval invasions
  • Focus path (UK): Limited Rearmament → Reinforce the Empire → Steady As She Goes → Home Defense → Battle of Britain
  • Focus path (France): Form the Popular Front → Reform the Labour Laws → Review Foreign Policy → Begin Re-Armament → Defensive Focus
  • Strategy: Hold the line, maintain naval supremacy, build up for D-Day. The UK’s strength is the Royal Navy + small expert ground force + RAF. France’s strength is the Maginot Line + colonial manpower.
  • Common mistakes (UK): Over-investing in battleships; too few divisions. Common mistakes (France): Trying to be Germany; aggressive forward templates that get encircled.

The People’s Revolution (Communist China)

  • Ideology: Communism → Marxism
  • Doctrine: Mass Assault (People’s Army, Deep Battle)
  • Templates: 6-2 infantry (18W) for guerrilla warfare; cheap spam templates
  • Focus path: Strengthen the Central Secretariat → Land Redistribution → Enforce the Three Rules → Agrarian Communism → The Yan’an Base Area → Focus on China → Mobile Warfare
  • Strategy: Guerrilla warfare in the countryside, build up base areas, infiltrate enemy states, flip them to your control. The Chinese Civil War is won by popular support, not conventional battles.
  • Common mistakes: Trying to fight Japan conventionally; not using the infiltration mechanic; neglecting land reform.

DLC Roadmap (2016–2026)

HOI4’s DLC is structured into expansions, country packs, theater packs, and focus packs. DLC is modular — you can play with any subset, and multiplayer hosts share DLC with non-owners.

How to Choose Your DLC

  • New to HOI4: Base game only (the four free DLCs are already integrated). The base game is fully playable with all major powers.
  • Want the tank designer: No Step Back (Nov 2021) — this is the single most impactful DLC for template design. Without it, you can’t use the tank designer.
  • Want the aircraft designer: By Blood Alone (Sep 2022) — adds the plane designer and Italy/Ethiopia/Switzerland focus trees.
  • Want espionage: La Résistance (Feb 2020) — spies, intelligence agencies, collaboration governments.
  • Want a specific region: Battle for the Bosporus (Balkans), Arms Against Tyranny (Scandinavia), Trial of Allegiance (South America), Graveyard of Empires (Central/South Asia), No Compromise, No Surrender (East Asia), Thunder at Our Gates (Southeast Asia/Pacific).
