Persona 5 Royal runs on two clocks at once: a calendar that only moves forward and a fusion workshop that turns spare Personas into stronger ones. The confidants you befriend and the Personas you fuse are the two levers that decide how smoothly your run goes — especially into the endgame boss gauntlet and the third-semester content that is exclusive to Royal. Time is the scarcest resource in the game, so the order in which you raise confidants matters as much as which ones you raise.
This guide lays out a priority order for confidants, the deadlines that gate Royal’s new semester, the social-stat checks that block ranks, and the fusion habits that carry you into New Game+. The mechanics below are drawn from the game’s documented confidant and Velvet Room systems.
What changed in Royal
Persona 5 Royal is the expanded 2019 version of the 2016 original. It adds roughly a semester of new story content, three new confidants — Councillor (Takuto Maruki), Faith (Kasumi Yoshizawa), and Justice (Goro Akechi, reworked) — a new location in Kichijoji, and an overhauled confidant calendar that gives you more free time and more confidant points than the base game. Royal also introduces Fusion Alarms, which alter fusion outcomes and are central to late-game optimization.
The most important structural change is that the new third semester is gated. To reach it, you must raise specific confidants to specific ranks before hard deadlines in November and December. Miss them and the base game’s ending plays instead, locking you out of Royal’s most significant content. That single fact drives the entire priority order below.
Confidant priority order
Royal tracks more than twenty confidants across the Major Arcana. Several rank automatically through the story (Fool, Magician, Judgment, World), so the real planning happens with the rest. The priority tiers, in order, are:
Tier 1 — Time-savers that accelerate everything else.
- Temperance (Sadayo Kawakami). Unlock her early by hitting Guts 3 and calling her from the Leblanc payphone on certain nights. Her perks give you free time during class to read or craft, let her handle coffee, curry, laundry, and infiltration tools, and — critically — grant a massage so you can go out at night after a Metaverse excursion instead of going straight to bed. She is the single biggest time multiplier in the game.
- Fortune (Chihaya Mifune). Unlock her in Shinjuku at night after completing a Mementos request that costs 100,000 yen to trigger. At rank 5, her reading lets you pay 5,000 yen once a day to deepen affinity with any confidant without spending a time slot, which eliminates the “hang out just for notes” sessions that slow other links. At rank 9, she can also trigger a Fusion Alarm on demand.
- Strength (Caroline and Justine, the Twin Wardens). Raised not by hanging out but by completing fusion challenges in the Velvet Room. Their ranks unlock group fusions, Persona training for resistances, and — most importantly — the ability to fuse Personas above your current level for a fee. A single over-level Persona can carry you through several Palaces.
Tier 2 — The third-semester gates, with deadlines.
- Councillor (Maruki). Reach rank 9 by November 17. This is the hard gate for the third semester; without it, the new content does not unlock.
- Justice (Akechi). Reach rank 8 by November 17. Story-linked and available in Kichijoji at night.
- Faith (Kasumi). Reach rank 5 by December 17. She initiates most of her own events during story beats and is rank-capped until later, so do not delay her when she is available.
Tier 3 — Active party members.
Each party member’s confidant unlocks combat bonuses: status cures, endure-style survival, improved negotiations, and follow-up attacks. Aim to max at least three active party confidants plus Hermit so a full team has every party bonus. The party confidants are Chariot (Ryuji), Lovers (Ann), Magician (Morgana, automatic), Priestess (Makoto), Emperor (Yusuke), Empress (Haru), and Hermit (Futaba). Futaba is a support character whose perks — random healing, buffs, KO-revival swaps, and instant floor mapping in Mementos — are among the best in the game.
Tier 4 — Situational utility.
Moon (Mishima) boosts all EXP gains and is leveled by clearing Mementos requests. Death (Takemi) unlocks strong healing items and SP-restoring accessories that matter before you have SP-recovery skills. Star (Hifumi) enables in-battle party swapping and follow-up attacks from backup members. Tower (Shinya) makes guns genuinely strong. Sun (Yoshida) improves negotiation money and lets you recruit Personas above your level. These are valuable but not deadline-critical.
A practical schedule: rush Kawakami and Chihaya in the early-to-mid game, work the Twin Wardens’ fusion requests whenever you visit the Velvet Room, and front-load Maruki, Akechi, and Kasumi whenever they are available so you never bump into a deadline. Always carry a Persona of the matching Arcana when you hang out with a confidant — the rank-up rate is faster, and the Arcana Burst on fused Personas scales with confidant rank.
Social-stat checks that block ranks
Royal gates several confidant ranks behind social stats, so you cannot purely chase relationships. The key checks:
- Makoto needs Knowledge 3 to unlock and Charm 5 at rank 6.
- Haru needs Proficiency 5 at rank 2 (she joins late, so have Proficiency ready).
- Yusuke needs Proficiency 4 at rank 6.
- Sojiro needs Kindness 5 at rank 7 (and is capped until Futaba’s arc).
- Ann needs Kindness 2 at rank 2.
- Akechi needs Knowledge 4 at rank 7.
- Futaba needs Kindness 4 at rank 2.
- Iwai needs Guts 4 to unlock and Guts 5 at rank 8.
- Takemi needs Guts 2 at rank 2 and Charm 4 at rank 8.
- Hifumi needs Charm 3 to unlock and Knowledge 5 at rank 8.
- Kawakami needs Guts 3 to unlock.
A balanced approach to social stats matters more than in earlier entries because so many ranks are stat-gated. Use Kawakami’s class free time, Chihaya’s social-stat reading, and the batting cages, diner, and study sessions to keep stats roughly even rather than maxing one at the expense of the others.
Fusion builds for the endgame
Fusion is where confidant investment pays off. The Velvet Room offers Normal (two-Persona) Fusion, Advanced (group guillotine) Fusion, Fuse by Result (a search that sorts every fusion you can currently make), and late-game Network Fusion. Each Persona has a base level, and you must be at least that level to perform the fusion, regardless of the components’ levels.
Three principles drive efficient fusion:
- Match the Arcana for the burst. Every confidant is tied to an Arcana. When you fuse a Persona of a matching Arcana, it gains bonus experience based on your rank with that confidant. A high-rank burst can level a freshly fused Persona several times immediately, teaching it extra skills for free.
- Use Fuse by Result, sorted by level. Sort results by level and start from the highest you can currently make, working down. This keeps your inventory from filling with low-value Personas and ensures every fusion pushes power upward.
- Cover your elemental bases. You cannot cover every weakness with party members alone, so pass down at least one attack of each element, plus a buff or debuff and a force-field skill like Tetraja. Endgame bosses resist many elements, so a varied loadout matters more than stacking one damage type.
Fusion Alarms and New Game+
Fusion Alarms are exclusive to Royal. They unlock after you find the route in a Palace, then trigger randomly after you defeat enemies. You can also force one through Chihaya’s rank-9 reading. During an Alarm, fused Personas gain an extra stat boost, Treasure Demons count as five levels higher, and accidents can occur — sometimes mutating a skill into something stronger, sometimes erasing it. The reliable accident method is to fuse once during an Alarm (the result shows a yellow name), then fuse that result again; the second fusion almost always produces an accident with an entirely new skill set.
For New Game+, carry forward your registered Persona compendium and your social stats. Your confidant ranks reset, but the time you saved on stats and the Personas you can re-summon let you move faster and reach the endgame boss gauntlet — including Royal’s additional final bosses — with a stronger, more flexible kit. Re-register Personas often so the compendium holds your best versions, and do not hoard Personas you can fuse into something stronger; anything you sacrifice can be re-summoned from the Twin Wardens for a fee.
