Tier letters follow the widely-used community guide by Argure (itself based on Montu Plays’ YouTube tier lists), cross-checked against the Stellaris Fandom wiki and the official Paradox patch notes. Tiers are a starting point, not a verdict — every origin and civic can win a campaign in the right hands.
Stellaris doesn’t hand you a fixed roster of factions. It hands you a toolbox: an ethic, an origin, two civics, and an authority, and from those four choices an entire playstyle emerges. This three-part cheat sheet is a build-decision reference — not a lore guide. Part 1 covers empire creation (ethics, origins, civics). Part 2 covers ascension paths, traditions, and ascension perks. Part 3 covers the end-game (crisis factions, fallen empires, precursors, megastructures) and a “How to Choose” synthesis with archetype builds.
What it covers: Stellaris 3.14 “Circinus” empire creation — every ethic, all ~40 playable origins, and the strongest civics across all four authorities. Why it matters: Ethic, origin, civics, and authority are the four choices your entire campaign is built on — and origins can’t be changed after start. Who should pick this: Anyone staring at the empire creator, from first-timers to veterans planning a specific ascension rush.

How to read the tiers
Community tier lists (S → F) rate how generally strong a choice is across many playstyles. They are a compass, not a law:
- S — Meta-defining. Huge, easily-exploited bonuses in a broad range of builds.
- A — Powerful and reliable. Easy to derive value from, useful all game.
- B — Solid. Better than most; fits comfortably into many builds.
- C — Situational. Useful but quickly becomes irrelevant or annoying.
- F — Negligible. Almost immediately outclassed; pick only for roleplay.
A low tier is not a death sentence — it usually means the choice is narrow (strong in one specific build, weak everywhere else). The notes call out those narrow cases.
Government Ethics
Your ethics are the spine of your empire. They set your diplomacy, your economy bonuses, your war philosophy, and which civics and ascension paths are open to you. Each ethic (except Gestalt Consciousness) has a Fanatic version that doubles the bonus at the cost of a second ethic point.

Takeaway: If you want a generic strong start, pick Fanatic Materialist (tech + robots) or Fanatic Xenophobe (expansion + growth). If you want slaves, add Authoritarian. If you want unity/psionics, go Spiritualist. Xenophile is a support ethic — pair it with something that hits.
Origins
Your origin is your empire’s backstory. It reshapes your starting system, your homeworld, and often your entire early game. Unlike civics, an origin cannot normally be changed after the game starts — so it is the single most consequential empire-creation choice.
There are ~40 playable origins (plus ~15 unplayable ones used by fallen empires, pre-FTLs, and story factions). Below is the master table of all playable origins, rated by the community guide and grouped by tier. The DLC column tells you which expansion gates the origin; base-game origins have no DLC listed.

Origin notes — the ones that define a run
Clone Army is the quintessential rush origin. Your clones are infertile and short-lived but absurdly good at war. The event chain lets you choose: Clone Soldier Descendant (fertility + genemodding, the “safe” pick) or Clone Soldier Ascendant (massive output forever, but capped at 100 of your main species). Ascendant is the meta pick — 100 super-pops outperform 200 normal ones.
Imperial Fiefdom is the vassal snowball. You start weak but with a specialization (Bulwark = military, Prospectorium = resources, Scholarium = science) and a timer: in 40–65 years you break free, your overlord fractures, and you can subjugate the pieces. High variance, high ceiling.
Teachers of the Shroud is the fastest path to a psionic empire. You start Latent Psionic, in contact with the Shroud Coven, with Psi Corps unlocked. The catch: it blocks every ascension path except Psionic. Commit fully or don’t take it.
Void Dwellers is the tall/tech-rush origin. Habitats are the best world type for tech rushing, and there’s no cap on how many you can build. The start is janky (you live on habitats, planets are bad for you) but the ceiling is unmatched for advanced players.
Overtuned unlocks a set of overtuned traits that are stronger than normal traits but cost leader lifespan. Stacked with Genetic ascension, you can create pops with +50% research or +30% habitability — at the cost of leaders who die young. Combine with Venerable or clone vats to offset.
Knights of the Toxic God is a story origin with a huge payoff. Finish the Quest situation and you either get a unique Colossus-class ship or the ability to create infinite Knight jobs — some of the best research producers in the game. Snowballs hard if played correctly.
Civics
Civics are your government’s policies — two at start, a third after Galactic Administration. They can be reformed mid-game for a Unity cost (except civics marked “cannot be added or removed after start”). Civics are gated by ethics, authority, and origin.
There are four civic lists: Standard (normal empires), Hive Mind, Machine Intelligence, and Megacorporation. Below are the strongest picks from each, rated by the community guide.

In a vacuum their bonuses (cheaper ships, huge damage, free naval capacity, self-repairing hulls) outclass every other civic. The price is total diplomatic isolation: no diplomacy, no subjects, no migration, −1000 opinion with everyone, and a Total War casus belli that means every war is to the death. They are the strongest civics if you can win the wars they force you into. Everyone should try one genocidal run; few should make it their default.
Authority
Your authority is your government structure. It’s gated by ethics and determines your election type, your starting ruler, and some civic access.

Tip: Democratic + Egalitarian + Meritocracy is the generic-strong combo. Imperial + Authoritarian + Feudal Society is the vassal/overlord combo. Hive Mind and Machine Intelligence each open entirely unique playstyles and civic lists.

These are example empire builds that combine an ethic, origin, and two civics into a coherent playstyle. They are starting points, not optimized meta lists.
